Inquiries from China, Japan, Hong Kong, Taiwan and Vietnam are currently blocked. The reason for this are substantial violations of the TOS of about 95% of the regestrations from that area, as well as constant DDoS attacks.

Yeah, I saw a lot of warez activities in sites with the chinese/japanese charset (aka, a lot of ?'s)

Doesn't matter, DDoS-ing and warez are not legal in those countries, but law enforcement has better jobs to do so they simply don't care.

Are all connections from those countries blocked (i.e. including normal website access) or just registration/upload?
