There are two basic ways of making scan lines in Photoshop.

-First Way- to make a few random lines (unless you have a lot of time and are excessively bored)
1) Select the Single Row Marquee from the tool float, and click on your picture whereever you want a scan line.
2) Without deselecting, select your paint bucket tool (make sure opacity is on 100%), choose appropriate scan line colour and click to fill the single row selection.

-Second Way- to fill a complete image/selection with lines
1) Open a new file, 1px wide and 2px high with a transparent background.
2) Select the pencil tool, pick your scan line colour and color one of the pixels (zoom in to 1600% so you can actually see what you're doing).


3) Edit > Define Pattern (click), call it Scan Lines
4) Open the image you want the lines on


5) Click on the Bucket Fill Tool, select pattern from the Fill: [Foreground] drop down thing and click on the Scan Lines Pattern from the patterns drop down menu
6) Make a new layer on your image and click to put scan lines on. It should look something like this:

you can experiment wit yer scanlines.. fo example i'll show ya how to make angled scanlines... follow the same instructs as the one above but instead of usin that pattern use this one:




and then you'll get sumthin like this:
